FEDORA is a European research and innovation project that aims to develop the next generation of multimodal traffic management.
By creating a federated digital ecosystem—called Mobility and Transport Multimodal (MTM) Spaces—FEDORA enables seamless cooperation between public authorities, transport operators, industry, and citizens.
FEDORA project aims to make European transport more efficient, sustainable, and user-centred, connecting multiple transport modes (road, rail, air, and waterways) through intelligent data sharing and advanced digital tools.

The Problem
European mobility systems face increasing challenges:
- Transport networks are fragmented, with limited coordination across road, air, rail, logistics, and micro-mobility services.
- Data from different operators and authorities is not easily accessible or interoperable.
- Cities struggle to predict and manage congestion, integrate emerging services (like drones), and respond to disruptions.
- Simulation tools and real-world systems are not aligned, making it hard to test innovations safely before deployment.
- The growing demand for sustainable mobility requires smarter, greener, and more inclusive traffic management solutions.

Six pilot demonstrations across Europe
Fedora is validated in six pilot sites, each representing unique mobility contexts, infrastructure maturity, and operational challenges.

Pilot 1 – Vienna, Austria
Multimodal services optimisation for equitable future mobility
Vienna integrates C-ITS, trams, buses, cyclists, and cars into a socially balanced traffic management system. The pilot tests social optimum models, multimodal optimisation, and user engagement through the Fedora mobile app.

Pilot 2 – Basque Country, Spain
Focus: Freight logistics hub integration
This pilot enhances door-to-door freight transport, optimising the flow between maritime, rail, and road hubs. Real-time logistics monitoring and advanced routing algorithms support smoother and cleaner supply chains.

Pilot 3 – Nicosia, Cyprus
Focus: Integration of aerial and road traffic services
Nicosia tests urban air mobility integration, combining UAV monitoring with traditional road network management to coordinate the future of air–ground mobility in cities.

Pilot 4 – Copenhagen, Denmark
Focus: Foresight simulations for future mobility
Denmark leads advanced scenario simulations, testing “what-if” cases and future mobility strategies using the integrated Fedora simulation framework.

Pilot 5 – Reggio Emilia, Italy
Focus: Demand management strategies
The pilot studies behavioural incentives, demand balancing, and innovative traffic management strategies to reduce congestion and promote sustainable mobility choices.

Pilot 6 – Budapest, Hungary
Focus: Cross-modal management of road & inland waterways
Budapest examines interactions between waterborne transport and road traffic, using real-time data and simulation to enhance multimodal coordination along the Danube.
